Intrigued by its absence of regular reports,<\/span> <a href=\"https:\/\/twitter.com\/jommy_tee?lang=en\"><span style=\"color: #008000;\">Jommy Tee<\/span><\/a> and <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/twitter.com\/msveruca\/status\/1120276626674032641?lang=en\">Ronni Salt<\/a><\/span> <span style=\"color: #000000;\">check out this elusive little agency.<\/span><\/span><\/div>\n<div class=\"image-caption\" style=\"text-align: center;\">\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; color: #000000; font-size: 20px;\">The name IPFA sounds a bit like the Nation Building Authority, the fictional agency from the ABC\u2019s satirical comedy series, <a style=\"color: #000000;\" href=\"https:\/\/www.abc.net.au\/tv\/programs\/utopia\/\">Utopia<\/a> but is it as comical or does it have a critical role to play in delivering infrastructure?<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; color: #000000; font-size: 20px;\">No person within the federal ministry knows more about consultancies and performance fees than Angus Taylor. The embattled Taylor, before he entered parliament, was associated with the following consultancy firms: McKinsey &amp; Co, Port Jackson Partners, Centaurus Partners, JRAT International. The latter two were not declared to Parliament.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; color: #000000; font-size: 20px;\">In addition, as the Watergate imbroglio exposed, Taylor worked as a consultant for Eastern Australia Agriculture and Agricultural Managers Limited (Caymans registered), even though he was also listed as director of these companies at the time.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-31962\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/08\/Taylor-underwater-SMALL-1-1.jpg?resize=748%2C492&#038;ssl=1\" alt=\"\" width=\"748\" height=\"492\" srcset=\"https:\/\/dingo.news\/voice\/wp-content\/uploads\/2019\/08\/Taylor-underwater-SMALL-1-1.jpg 748w, https:\/\/dingo.news\/voice\/wp-content\/uploads\/2019\/08\/Taylor-underwater-SMALL-1-1-480x316.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 748px, 100vw\" \/><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Angus Taylor was also very familiar with performance fees and had established an elaborate web of companies. Performance fees would be paid to companies he had established as the vehicle for his ambitious but unsuccessful attempts to buy Cubbie Station between 2010 to 2012.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">This background is important because when Taylor was promoted to a ministerial position as Assistant Minister for Cities and Digital Transformation (February 2016 to December 2017), he drew on his background and in 2017, created one of the least known public sector agencies \u2014 the<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"http:\/\/web.archive.org\/web\/20180316023856\/https:\/\/ministers.pmc.gov.au\/taylor\/2017\/infrastructure-and-project-financing-agency-ceo-appointed\" target=\"_blank\" rel=\"noopener\">Infrastructure and Project Financing Agency (IPFA<\/a>)<\/span>.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\">Tom Burton <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.themandarin.com.au\/77819-tom-burton-new-agency-brings-new-model-infrastructure-funding\/\">writing<\/a><\/span><span style=\"color: #000000;\"> in <em>The Mandarin,<\/em> a public sector newsletter, believed the idea of the agency was modelled on the<\/span> <a href=\"https:\/\/www.gov.uk\/government\/organisations\/infrastructure-and-projects-authority\/about\"><span style=\"color: #008000;\">British Infrastructure and Projects Authority<\/span><\/a>. <span style=\"color: #000000;\">In the UK\u2019s case, the authority took commercial funding models and applied them to large scale infrastructure projects, especially transport projects. According to Burton, the approach being championed by Taylor had <\/span><em><span style=\"color: #000000;\">\u201cbeen<\/span> <a href=\"http:\/\/www.themandarin.com.au\/64741-creating-infrastructure-drives-growth\/\"><span style=\"color: #008000;\">distilled among Port Jackson partners<\/span><\/a> <span style=\"color: #000000;\">over the last couple of years\u201d \u2014<\/span><\/em><span style=\"color: #000000;\"> Port Jackson Partners being one of Taylor\u2019s previous employers.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>\u201cA positive change agent\u201d<\/strong><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">So let\u2019s take a look at the agency which Taylor was responsible for injecting into the public service.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\">IPFA has produced <a href=\"https:\/\/web.archive.org\/web\/20221018114826\/https:\/\/www.ipfa.gov.au\/sites\/default\/files\/IPFA_AnnualReport_ART_Web%20final.pdf\"><span style=\"color: #008000;\">one annual report (2017-18)<\/span><\/a> and a <a href=\"https:\/\/web.archive.org\/web\/20221018114813\/https:\/\/www.ipfa.gov.au\/sites\/default\/files\/IPFA_Corporate_Plan_2019_ART_Web.pdf\"><span style=\"color: #008000;\">corporate plan (2018-19 to 2021-22)<\/span>.<\/a><span style=\"color: #000000;\"> It held a few meetings and done very little else, at least publicly. Behind the scenes, who knows what achievements the agency has had as we hear nothing about them. The annual report says they\u2019ve provided much support and assistance to other government departments working on the Inland Rail Project, Western Sydney City Deal and the WestConnex Motorway, among others.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">And they\u2019ve done a lot of engagement, heaps of engagement according to IPFA, so much that IPFA \u201c<\/span><a href=\"https:\/\/web.archive.org\/web\/20221018114826\/https:\/\/www.ipfa.gov.au\/sites\/default\/files\/IPFA_AnnualReport_ART_Web%20final.pdf\"><span style=\"color: #008000;\">are being recognised as a positive change agent for Australia\u2019s infrastructure sector<\/span><\/a><span style=\"color: #008000;\">\u201d<\/span>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>Organisation of engagement activities<\/strong><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">One of IPFA\u2019s key performance indicators (KPI)s contained in its 2017-18 annual report is organising development programs, events and forums. That definitely sounds like engagement.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The solitary annual report states IPFA was to run ten forums with a targeted 75 per cent satisfaction rating being its KPI. IPFA\u2019s annual report says <em>\u201cIPFA did not seek or receive any specific feedback on its knowledge-sharing activities\u201d<\/em>. Perhaps people just forgot to action this item. It was hardly an auspicious start for a fledgling organisation priding itself on engagement activities.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Despite that glitch, IPFA is a remarkable agency. It is small in staff numbers (approximately 20 people) but boasting two offices: Sydney and Canberra. It is a workplace where the \u201csalaries\u201d for key executives are investment-banker-like and are based on fee-for-service for at least three of the managing directors that sit below the CEO. It has high finance pretensions for a small government agency. Taylor would be proud. Utopia\u2019s Nation Building Authority would be proud too.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Its small size and obscurity means IPFA seldom faces scrutiny.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>Engaging origination and development of remuneration<\/strong><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">IPFA started life when Angus Taylor appointed an interim CEO to get the agency up and running. John O\u2019Neil, who has an investment banking background, was <\/span><span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.afr.com\/opinion\/john-oneil-to-steer-governments-controversial-infrastructure-agency-20170628-gx0kif\">appointed<\/a><\/span><span style=\"color: #000000;\"> to head up the agency in June 2017. O\u2019Neil was paid approximately<\/span> <a href=\"https:\/\/web.archive.org\/web\/20221018114840\/https:\/\/www.ipfa.gov.au\/sites\/default\/files\/Remuneration%20Paid%20to%20Executives%202017-18.pdf\"><span style=\"color: #008000;\">$195,000 for six months work<\/span>.<\/a> <span style=\"color: #000000;\">Although he did advise Senate estimates on<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/parlinfo.aph.gov.au\/parlInfo\/download\/committees\/estimate\/879d8fd7-6921-4d1b-90e6-d66a015a5385\/toc_pdf\/Finance%20and%20Public%20Administration%20Legislation%20Committee_2017_10_23_5656_Official.pdf;fileType=application%2Fpdf%23search=%22committees\/estimate\/879d8fd7-6921-4d1b-90e6-d66a015a5385\/0000%22\">23 October 2017 <\/a><\/span><span style=\"color: #000000;\">that he would be a candidate for the top job, alas, O\u2019Neil was unsuccessful. Leilani Frew, formerly from NSW Treasury, was appointed as <\/span><a href=\"https:\/\/web.archive.org\/web\/20180316023856\/https:\/\/ministers.pmc.gov.au\/taylor\/2017\/infrastructure-and-project-financing-agency-ceo-appointed\"><span style=\"color: #008000;\">full-time CEO in December 2017<\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">It\u2019s not unusual for handover to occur when an interim CEO passes the baton to<\/span> <span style=\"color: #000000;\">the new permanent CEO. What is unusual is that O\u2019Neil was<\/span> <a href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/730d4168-d49d-78fa-85fb-013e8f829518\"><span style=\"color: #008000;\">paid $64,000<\/span><\/a><span style=\"color: #000000;\"> to perform that role for six weeks over the period January to February 2018. That\u2019s good money for having a fireside chat with the new CEO, or as it\u2019s officially been listed \u2014 \u201ctransitional support to new CEO\u201d.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">It must have been a fruitful, if lengthy, discussion, because O\u2019Neil was able to acquire a contract to work for IPFA and provide \u201cprofessional services\u201d for $298,000 for the period March 2018 to end of February 2019. The<\/span> <a href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/bded3bf7-c5ca-c0f8-09f2-557db768aa61\"><span style=\"color: #008000;\">contract<\/span><\/a> <span style=\"color: #000000;\">was awarded as a result of a \u201climited tender\u201d.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">O\u2019Neil is, indeed, a busy man and in such demand that he continued to pick up contracts at a drop of a hat, albeit not with IPFA, but predominantly with Mathias Cormann\u2019s Department of Finance \u2014 the very department charged with overseeing the judicious expenditure of government monies on contracts.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The use of \u201climited tenders\u201d is usually frowned upon by the bean-counters in the Finance Department but remarkably, since June 2018, John O\u2019Neil has snagged three contracts valued in total at $489,000.<\/span><\/p>\n<div class=\"et_pb_column et_pb_column_3_4 et_pb_column_1 et_pb_css_mix_blend_mode_passthrough et-last-child\">\n<div class=\"et_pb_module et_pb_text et_pb_text_0 et_pb_bg_layout_light et_pb_text_align_left\">\n<div class=\"et_pb_text_inner\">\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/b593ed4b-cc96-dc50-1792-d4c01ec782db\">Two<\/a><\/span> <span style=\"color: #000000;\">of these contracts are again<\/span> <span style=\"color: #000000;\">\u201c<\/span><a href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/09ce514c-d6e2-62ee-51ad-b71a726adf51\"><span style=\"color: #008000;\">limited tender<\/span><\/a><span style=\"color: #000000;\">\u201d and the other one was a \u201cpre-qualified tender\u201d. The pre-qualified tender contract started life originally as a<\/span><span style=\"color: #008000;\"> <a style=\"color: #008000;\" href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/1feaf4c8-9c56-4939-d87e-ca1ade987be9\">$52,800 <\/a><\/span><span style=\"color: #000000;\">contract that was<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/1feaf4c8-9c56-4939-d87e-ca1ade987be9\">amended to eventually to reach $217,800<\/a><\/span>. <span style=\"color: #000000;\">Public information as to value-for-money is not available.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">The advice that O\u2019Neil appears to be providing is associated with<\/span> <a href=\"https:\/\/www.linkedin.com\/in\/john-o-neil-8a85aa11\/\"><span style=\"color: #008000;\">government business enterprises<\/span><\/a><span style=\"color: #000000;\"> (GBEs) such as NBN, Australian Rail Track Corporation (ARTC), Western Sydney Airport, Snowy Hydro, Moorebank Intermodal Terminal and Defence Housing Australia (DHA).<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>Better than Newstart<\/strong><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">Not content with all these contracts and obviously working simultaneously for the IPFA and the Department of Finance, John O\u2019Neil was awarded another contract. Again as a \u201climited tender\u201d\u2013 this time by the Department of Foreign Affairs and Trade \u2013 to provide advice on development finance. What started off as a contract for $165,000 ballooned out to<\/span> <a href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/d8803e95-57c9-4126-9006-139e434f4b76\"><span style=\"color: #008000;\">$335,500 through a contract variation<\/span><\/a> <span style=\"color: #000000;\">and extension.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">What was good for the former interim IPFA CEO, also appears to be fair cop for three of the appointed managing directors of IPFA. Bear in mind that under the IPFA organisational structure, the CEO is supported by five managing directors. Three of these were appointed from the private sector and they have non-standard remuneration conditions.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">The three managing directors are:<\/span> <span style=\"color: #008000;\">Rob Ritchie, <\/span><a href=\"https:\/\/web.archive.org\/web\/20221025085947\/https:\/\/www.ipfa.gov.au\/about\/chris-allen\"><span style=\"color: #008000;\">Chris Allen<\/span><\/a><span style=\"color: #000000;\">; and<\/span> <a href=\"https:\/\/web.archive.org\/web\/20221025090429\/https:\/\/www.ipfa.gov.au\/about\/MD-Cities-0\"><span style=\"color: #008000;\">Catherine Black<\/span><\/a><span style=\"color: #000000;\">. The first two were appointed under Angus Taylor\u2019s watch. Responsibility for IFPA moved in December 2017 to infrastructure minister and<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.abc.net.au\/news\/2019-01-12\/michael-mccormack-at-parkes-elvis-festival-1\/10711206\">part-time Elvis impersonator, Michael McCormack<\/a><\/span>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-31963\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/08\/IPFA-John-ONeil.001-1.jpeg?resize=748%2C561&#038;ssl=1\" alt=\"\" width=\"748\" height=\"561\" srcset=\"https:\/\/dingo.news\/voice\/wp-content\/uploads\/2019\/08\/IPFA-John-ONeil.001-1.jpeg 748w, https:\/\/dingo.news\/voice\/wp-content\/uploads\/2019\/08\/IPFA-John-ONeil.001-1-480x360.jpeg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 748px, 100vw\" \/><\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>The first IPFA managing director<\/strong><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">Rob Ritchie was appointed to IPFA in September 2017, while Angus Taylor was running the show, having previously come from a legal background working for<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.ashurst.com\/\">Ashurst<\/a><\/span>. <span style=\"color: #000000;\">Ritchie went to the<\/span> <a href=\"https:\/\/www.linkedin.com\/in\/rob-ritchie-a61a90167\/\"><span style=\"color: #008000;\">University of Sydney<\/span><\/a><span style=\"color: #000000;\"> and studied both economics and law over the period 1986 to 1989. Remarkably, Angus Taylor studied economics and law at the<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.linkedin.com\/in\/angus-taylor-mp-a976671\/\">University of Sydney from 1986 to 1993<\/a><\/span>.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">Those familiar with #Watergate will also recall that Ashurst is the same firm that Angus Taylor deployed to put out a<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.afr.com\/politics\/federal\/ashurst-law-firm-says-angus-taylor-didn-t-invest-in-watergate-farms-20190503-p51jsz\">statement<\/a><\/span> <span style=\"color: #000000;\">on his behalf to deny that he had received any payment associated with the controversial $80 million water buyback.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">Ritchie has been fortunate to be awarded two contracts by IPFA \u2014 both through \u201climited tender\u201d. The \u201cprofessional services\u201d that Ritchie delivers to IPFA come at the price of<\/span><span style=\"color: #008000;\"> <a style=\"color: #008000;\" href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/ff012b58-0c52-71b7-98b8-8d1ecdcef20c\">$298,300 for 12 months\u2019 work from October 2017<\/a>,<\/span> <span style=\"color: #000000;\">and an additional<\/span> <a href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/21b8ee69-c6b6-d889-97d6-95d123340e3a\"><span style=\"color: #008000;\">$397,210 for 12 months\u2019 work commencing August 2018<\/span><\/a>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>The second IPFA managing director<\/strong><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">This brings us to the second managing director, Chris Allen, who was also appointed in September 2017. Allen comes from an<\/span> <a href=\"https:\/\/www.linkedin.com\/in\/chris-allen-8152a611\/\"><span style=\"color: #008000;\">infrastructure financing background<\/span><\/a> <span style=\"color: #000000;\">being a director, together with his partner Donna Allen, at<\/span> <a href=\"https:\/\/creditorwatch.com.au\/credit\/profile\/43135108379\/RHUMBLINE-ADVISORY-PTY-LIMITED\"><span style=\"color: #008000;\">Rhumbline Advisory Pty Ltd<\/span><\/a><span style=\"color: #008000;\">.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">IPFA does not directly pay Allen. However, IPFA has awarded two contracts to Rhumbline Advisory Pty Ltd. You guessed it \u2013 again under \u201climited tender\u201d \u2013 for \u201ceconomic evaluation of projects\u201d. The terms and payments under those contracts are remarkably similar to those received by Chris Allen\u2019s IPFA associate, Rob Ritchie.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">For the 12 month period commencing September 2017, Rhumbline Advisory was paid<\/span> <a href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/fed3704e-f9a9-3422-57d5-e93cdeef1603\"><span style=\"color: #008000;\">$285,000<\/span><\/a>. <span style=\"color: #000000;\">In addition, for the 12 month period commencing July 2018, Rhumbline Advisory was<\/span> <a href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/21f6b7a8-d061-48fd-d31a-3c6187e32614\"><span style=\"color: #008000;\">paid $379,500<\/span><\/a>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>The third IPFA managing director<\/strong><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">The final managing director, Catherine Black, is an ex<\/span> <span style=\"color: #008000;\"><a style=\"color: #008000;\" href=\"https:\/\/www.linkedin.com\/in\/catherine-black-1378821\/\">Queensland Treasury Corporation <\/a><\/span><span style=\"color: #000000;\">director. Black is a bit of a johnny-come-lately being the newest appointed director of IPFA. Her appointment commenced in September 2018, under Michael McCormack\u2019s watch.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">IPFA does not pay her directly either, instead it pays Noir No 64 Pty Ltd; not an alluring perfume but rather a company, a company which was awarded a \u201climited tender\u201d<\/span><span style=\"color: #008000;\"> <a style=\"color: #008000;\" href=\"https:\/\/www.tenders.gov.au\/Cn\/Show\/1d5d374b-a8bd-0d3c-60fb-bd48ae02aec6\">contract<\/a><\/span><span style=\"color: #000000;\"> of $379,500 for the \u201ceconomic evaluation of projects\u201d. The contract term is for one year, commencing September 2018.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">It is unusual for a newly-formed company such as Noir No 64 Pty Ltd, which only registered for business in July 2018, to win a contract of that size.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">It\u2019s even more remarkable that the IPFA would know of its existence. The mystery can, of course, be explained by the fact that Noir No 64 Pty Ltd only has one director: Catherine Black. See details of the company<\/span> <a href=\"https:\/\/www.michaelwest.com.au\/wp-content\/uploads\/2019\/08\/Catherine-Black.pdf\"><span style=\"color: #008000;\">here<\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">For the record, the chief executive of IPFA,<\/span> <a href=\"https:\/\/www.inframationnews.com\/public\/open\/cXFJOXdqNThFRTNjcElVVGxzVnhHR1BL.thtml\"><span style=\"color: #008000;\">Leilani Frew<\/span><\/a>, <span style=\"color: #000000;\">is paid in the old school, traditional manner receiving<\/span><span style=\"color: #008000;\"> an annual salary of $372,890<\/span><span style=\"color: #000000;\"> plus a fixed annual loading of $75,000.<\/span><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">As we move into August and September 2019 \u2013 the expiry date for the contracts of the three IPFA managing directors \u2013 it will be interesting to see whether new \u201climited tender\u201d contracts will be issued.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">IPFA is a unique agency. It has no visible achievements, although the management team is paid handsomely, and some in an unusual fashion.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">This is the legacy of Angus Taylor\u2019s time at the helm when he was Assistant Minister for Digital Transformation and Cities. Things change though. Given the substantial remuneration for Key Management Personnel at IPFA, and the time the KMP have now had to engage in the achievement of their Key Performance Indicators, the best may be yet to come.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">On the other hand, it may not.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-family: arial, helvetica, sans-serif;\">\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014-<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\"><strong><span style=\"font-family: arial, helvetica, sans-serif; font-size: 16px;\">\u00a0Artwork by Jonas DeRo.
