She lives in her car and keeps her belongings in a storage shed. She doesn\u2019t earn enough to find another place to live.<\/p>\n<p>She\u2019s emblematic of a growing problem in Australia \u2013 people who are being squeezed out of their homes because Newstart has not increased while the cost of living continues to rise.<\/p>\n<p>Newstart equates to less than $40 a day, an amount Australian Council of Social Service social security senior adviser Charmaine Crowe says is totally inadequate, particularly with housing costs rising meteorically around the country.<\/p>\n<p>\u201cMany people go without other basics such as heating or medication to get by week to week,\u201d she says. \u201cWhat we find is people without paid work, studying or looking after children, and on one of these payments, end up spiralling into a financial crisis.<\/p>\n<p>\u201cThere\u2019s been a 75 per cent increase in people on Newstart accessing homelessness services.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><div class=\"ose-x ose-uid-444fe5e5531336aff9e6337141d9d637 ose-embedpress-responsive\" style=\"width:600px; height:550px; max-height:550px; max-width:100%; display:inline-block;\" data-embed-type=\"Twitter\"><blockquote class=\"twitter-tweet\" data-width=\"600\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">This article explains where I speak from - I&#39;m thinking circumstances in many ways do define who you are, but they are not, in themselves, who you are. Photo: Glenn Hunt<\/sub><\/p>\n<p>&nbsp;<\/p>\n<p>\u201cI report my income every fortnight, and I get $100,\u201d Ms Bunting, 46, says, \u201con top of my whopping $391 a week [from Newstart].<\/p>\n<p>\u201cI live in Brisbane, and I work on the Gold Coast. I drive 75 kilometres there and back twice a week. I drive 300 kilometres a week for work.\u201d<\/p>\n<p>Ms Bunting has been in and out of work and different housing situations for years.<\/p>\n<p>\u201cIn 2015, I lost a house because I couldn\u2019t pay the rent any more and I\u2019d just been put on Newstart, which put my life on a downward spiral that I haven\u2019t recovered from.<\/p>\n<p>\u201cI had family support, the sole parent pension \u2013 which is more \u2013 and I was enrolled in a double degree of criminology and law.<\/p>\n<p>\u201cI was just trying to survive; I started my own cleaning business, I was couch surfing, sleeping in my car.\u201d<\/p>\n<p>Eventually, she crashed out of university.<\/p>\n<p>\u201cI couldn\u2019t afford the parking on campus, and I couldn\u2019t afford the bus fares and the time. I couldn\u2019t afford the books, which were like $160 a semester. I went off the parenting payment and onto Newstart back then and my life has not recovered at all.\u201d<\/p>\n<p>More recently, Ms Bunting was paying $50 a week in rent for a room in her landlord\u2019s home, but was kicked out because he said she was \u201cnot what he was looking for\u201d. She did not want to elaborate.<\/p>\n<p>\u201cNow I\u2019m paying $97 a week in storage. I\u2019ll be sleeping in my car. I\u2019ve asked for permission to set up my fridge and they\u2019ve said yes. I\u2019ll set up a desk and I\u2019ll be able to put wardrobes in there.<\/p>\n<p>\u201cI\u2019ve got a gym membership, which I recommend to people who are homeless because you get access to showers.<\/p>\n<p>\u201cI\u2019ve had that since I became homeless for the first time in 2016. It costs me $17.81 a week.\u201d<\/p>\n<p>The Brisbane City Council fines anyone caught sleeping in their car.<\/p>\n<p>Ms Bunting said she found the government\u2019s reasoning for not raising the Newstart payment galling.<\/p>\n<p>\u201cIt\u2019s awful. People say, \u2018I\u2019ve worked hard for what I\u2019ve got\u2019. And ScoMo [Prime Minister Scott Morrison]\u00a0 says, \u2018if you have a go you get a go\u2019.<\/p>\n<p>\u201cI\u2019ve been having a go but where it\u2019s sending me is to a storage shed and sleeping in my car.\u201d<\/p>\n<p>Ms Bunting cannot rely on her family due to a breakdown in the relationship with her mother. Photo: Leigh Henningham<\/sub><\/p>\n<p>&nbsp;<\/p>\n<p>Monika Thomas, 53, lives nearly 50 kilometres outside the CBD, in Harkness. She estimates that she and her husband \u2013 also out of work \u2013 spend about 70 per cent of their income on their living expenses.<\/p>\n<p>They receive $1025.40 each fortnight. Fortnightly rent is $690.<\/p>\n<p>That leaves them $335.40 to pay bills, for petrol, medication and food.<\/p>\n<p>\u201cYou\u2019re not left with a lot,\u201d she says, with a defeated laugh. \u201cQuite often my bank account is in negative.<\/p>\n<p>\u201cYou have to laugh, otherwise you\u2019ll cry.\u201d<\/p>\n<p>Ms Thomas often needs to decide if she will go without medication or food after paying all her car and living expenses.<\/p>\n<p>\u201cWhen you combine all these you don\u2019t eat. Most days when my son\u2019s not here, we go without two meals; we only eat one meal.\u201d<\/p>\n<p>Ms Thomas has a torn rotator cuff, which makes it hard to find work, and often skips pain medication to get by.<\/p>\n<p>\u201cI\u2019m on the waiting list for surgery, and that makes my shoulder worse.\u00a0If I turn [a job] down because of having some kind of injury it puts you down the list for work down the line.<\/p>\n<p>\u201cYou\u2019re damned if you do, damned if you don\u2019t. [If I\u2019m employed] I just take the painkillers and go to work.\u201d<\/p>\n<p>Ms Thomas also cares for her mother who has heart issues, and a collapsed spine from multiple sclerosis.<\/p>\n<p>She has been out of the workforce for years while volunteering to support her son, who has ADHD, through school.<\/p>\n<p>\u201cI re-skilled myself to support him. But now when I apply for jobs, because I\u2019ve been out of work for 12 years they say: \u2018you don\u2019t have the right skills\u2019.\u201d<\/p>\n<p>Ms Thomas is desperate to find secure work.\u00a0\u201cIt would be my sanity. I would give me something [so] I\u2019m not stuck in the four walls all the time. Not just going out shopping and going to school.\u201d<\/p>\n<p>The low rate of Newstart made it hard to escape the cycle of poverty, she says, and it is hard to find work when she is barely able to keep herself fed.<\/p>\n<p>\u201cThe federal government says you need to have a go. We\u2019re all having a go, and it\u2019s not our fault we\u2019re on what we\u2019re on.<\/p>\n<p>\u201cBut for us to get jobs, we need to look like we can go for the jobs. Most places will grade you on how you turn up.<\/p>\n<p>\u201cIf you\u2019re going for a receptionist job, you\u2019ve got to look at the part. If you\u2019re going for a tradie job, you need to have the boots, all the equipment. She did not want her real name used or to be photographed because she felt so ashamed about her situation.<\/p>\n<p>She tried to reinvent herself by retraining at TAFE and earned an advanced diploma in marketing.<\/p>\n<p>Still unable to find work, Maryanne went onto Newstart about five years ago. Since then, she has applied for hundreds of jobs \u2013 rarely getting called back \u2013 so she can receive her fortnightly Newstart allowance of $616.<\/p>\n<p>She said she was fortunate enough to buy a modest two-bedroom apartment in the mid-\u201990s but still struggled to get by.<\/p>\n<p>\u201cI take out $250 for the mortgage a fortnight, then I\u2019m left with about $300 \u2026 you just can\u2019t live off $300 a fortnight. My mortgage is do-able but when I get a strata levy or rates I just have got to put it on my credit card and dig into super.\u201d<\/p>\n<p>Maryanne is 61 and uncomfortable taking cash from what should be her retirement fund, as well as accumulating credit card debt at her age.<\/p>\n<p>\u201cI\u2019ve had to \u2014 in the past couple of years \u2014 dig into my superannuation about $7000. I\u2019ve taken out $6000 previously.<\/p>\n<p>\u201cI\u2019m being overcharged because any bills I pay, I pay on credit card,\u201d she says. That includes most of her living expenses like electricity and water.<\/p>\n<p>\u201cBut that\u2019s how I have to live \u2026 it\u2019s like delaying another problem. If I\u2019ve got no super to live on, the government is paying for it down the track.\u201d<\/p>\n<p>Maryanne would have no choice but to live in a share house if she lost her home and is frustrated and angry because she now has little support\u00a0\u2013 despite working hard in a good career.<\/p>\n<p>\u201cThey [the government] are forgetting that so many people on Newstart are not coping and the government\u2019s ignorance and arrogance is astounding.<\/p>\n<p>\u201cI understand it\u2019s the government and money is being demanded everywhere in terms of welfare and drought, but if you look at the long term of what these people can give back \u2026 that\u2019s how it should be seen rather than all this negativity,\u201d she said.<\/p>\n<p>When contacted by <em>Domain<\/em> a spokeswoman for Families and Social Services Minister Anne Ruston said stories from Newstart recipients like these will not alter the government\u2019s stance on refusing to raise the rate.<\/p>\n<p>She instead pointed to the Try, Test and Learn fund, which had most recently provided $48.5 million to programs that provide training and mental health support to those looking for work.<\/p>\n<p>\u201cThe Newstart allowance is a safety net and it is but one of the things that the government is doing to assist people who are currently unemployed,\u201d Ms Ruston said in a statement.<\/p>\n<p>\u201cOne of the things that I\u2019m absolutely focused on is actually looking at all of the barriers that people who are unemployed find to getting into work.\u201d<\/p>\n<p><sub><span style=\"color: #993300;\"><a href=\"https:\/\/web.archive.org\/web\/20220929204817\/https:\/\/www.domain.com.au\/news\/author\/tawar-razaghi\/\" target=\"_blank\" style=\"color: #993300;\" rel=\"noopener noreferrer\">Jim Malo,Tawar Razaghi<\/a><\/span> | Sep 4, 2019 <\/sub><\/p>\n<p>&nbsp;<\/p>\n<div class=\"domain-article-author post-author\"><sub><span class=\"dm-news-article-date domain-article-date posted-on\"><time class=\"entry-date published\" datetime=\"2019-09-04T21:29:00+00:00\">Sep 4, 2019<\/time><\/span><\/sub><\/div>\n<div>\u00a0<\/div>\n<div><span style=\"color: #800000;\"><a href=\"https:\/\/www.domain.com.au\/news\/newstart-recipients-in-australias-biggest-cities-explain-how-tough-it-is-to-keep-a-roof-over-their-head-876601\/\" target=\"_blank\" style=\"color: #800000;\" rel=\"noopener noreferrer\">Source<\/a><\/span><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Imogen Bunting, 46, gets $491 a week through Newstart and her part-time work.
