A month\u2019s even longer and it\u2019s been a period of ministerial change for the highly paid executives at the reclusive IPFA.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">This small government agency, with offices in Sydney and Canberra, and unusual executive remuneration structure, was originally established by Angus Taylor, when he was Assistant Minister for Cities and Digital Transformation in 2017.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Its role is to assist government to identify, assess and broker financing opportunities for infrastructure projects.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">We exclusively reported on August 8 on the agency\u2019s unusual executive pay structure \u2013 where senior management were being paid through limited tender contracts \u2013 and IPFA\u2019s apparent lack of concrete achievements.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1905\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/10\/IPFA-MDs.jpeg?resize=748%2C561&#038;ssl=1\" alt=\"\" width=\"748\" height=\"561\" srcset=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/10\/IPFA-MDs.jpeg?w=748&amp;ssl=1 748w, https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/10\/IPFA-MDs.jpeg?resize=300%2C225&amp;ssl=1 300w\" sizes=\"(max-width: 748px) 100vw, 748px\" \/><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">On that very same day, Prime Minister, Scott Morrison, issued new Administrative Arrangement Orders (AAOs) \u2013 the formal mechanism that sets out which matters and legislation are administered by which department or portfolio \u2014 transferring IPFA from the infrastructure portfolio to the Treasury.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">No reason was given why the agency was hand-balled to the Treasury. However, and thus far without explanation, despite the AAOs clearing announcing this move no Treasury-related minister has responsibility for the agency.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Instead, that baton has passed from Deputy Prime Minister and Infrastructure Minister, Michael McCormack, to one of his junior infrastructure portfolio ministers Alan Tudge, the Minister for Population, Cities and Urban Infrastructure. That\u2019s certainly a new take on asset recycling. The recycling started with Angus Taylor, then Paul Fletcher, then Michael McCormack and now Alan Tudge.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">The more things change the more they also stay the same; especially with regard to executive remuneration. As we reported last time three executives at IPFA are remunerated through labour hire arrangements via limited tender contracts. The three executives are Rob Ritchie, Chris Allen, and Catherine Black.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Over the past month all three have won new limited tender contracts for their services for the next year. Rob Ritchie won a new contract for $404,800 for the period 15 July 2019 through to 15 July 2020 \u2014 an increase of $7,590 on his previous year\u2019s work.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Chris Allen, through his personal company Rhumbline Advisory, won a new contract for $387,090 for the period 1 July 2019 to 1 July 2020 \u2013 an increase of $7,590 on his previous year\u2019s efforts.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1907\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/10\/Screen-Shot-2019-09-11-a.png?resize=748%2C663&#038;ssl=1\" alt=\"\" width=\"748\" height=\"663\" srcset=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/10\/Screen-Shot-2019-09-11-a.png?w=748&amp;ssl=1 748w, https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2019\/10\/Screen-Shot-2019-09-11-a.png?resize=300%2C266&amp;ssl=1 300w\" sizes=\"(max-width: 748px) 100vw, 748px\" \/><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: arial, helvetica, sans-serif; color: #800000;\"><strong>Humoured Noir<\/strong><\/span><\/h2>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Catherine Black, through her personal company Noir No 64, won a new contract for $387,090 for the period 2 September 2019 to 2 September 2020 \u2013 an increase of $7,590 on her previous year\u2019s toil.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">These arrangements are all covered by exemptions (Application A 14 \u2013 Contract for Labour Hire) contained within the procurement guidelines. These special exemptions can apply where special people with special skills and special expertise are able to be treated specially.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">The extra $7,590 per annum that each of IPFA\u2019s three highly paid executives received is already leading to results as they\u2019ve managed to squeeze out a new corporate plan on 29 August 2019, only four months after they produced the last corporate plan.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">It is no doubt a special corporate plan.
