Yet behind the marketing lies a vastly different reality<\/strong><\/span><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">\u201cNuclear submarines are the apex predator of the oceans.\u201d<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">So said Australian Strategic Policy Institute senior analyst Malcolm Davis <a href=\"https:\/\/www.afr.com\/politics\/federal\/apex-predator-added-to-australia-s-naval-capability-20230309-p5cqs3\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">to The Australian Financial Review back in March<\/span><\/a>, responding to news that the federal government would help fund and develop new naval production capability for nuclear submarine models, known as SSNs, as part of the AUKUS deal.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Apex predator. The two words capture it all. Think power. Invincibility. Triumph.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Admirals speak in awe of the submarine\u2019s ability to move fast, travel vast distances undetected by the enemy and stay \u201con station\u201d, as the jargon has it, for months at a time.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The swagger of it is infectious, driven as it is by the defence professionals whose stock in trade is to sell, sell, sell in the name of keeping us safe.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Yet behind the marketing lies a vastly different reality.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">As Davis put it in that same interview: \u201cWhat we will have to do, in order to make this a reality, is contribute to a third production line in the US, because the existing two production lines for the Virginia class cannot keep up with the US Navy\u2019s requirements for SSNs, let alone Australia\u2019s requirements.\u201d<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">As Crikey reveals in a new investigative series, America\u2019s nuclear-powered submarine industry &#8211; the fundamental driver of the AUKUS agreement &#8211; is in a state of shambles.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Some key facts tell the story:<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">\u2022 <span style=\"color: #800000;\"><a style=\"color: #800000;\" title=\"Nearly 40% of US attack submarines in or awaiting repair as shipyards face worker shortages, supply chain issues By Oren Liebermann, CNN\" href=\"https:\/\/edition.cnn.com\/2023\/07\/12\/politics\/us-attack-submarines-repair\/index.html\" target=\"_blank\" rel=\"noopener\">close to 40% of the US Virginia class submarine fleet<\/a><\/span> is out of service and undergoing repairs<br \/>\n.<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">\u2022 US shipyards face a workforce crisis, with tens of thousands of jobs needing to be filled.<br \/>\n<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">\u2022 key components of US Virginia class submarines have worn out well before their promised 33-year life expectancy.<br \/>\n<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">\u2022 there is a spare parts shortage, such that US shipyards have been forced to cannibalise other ships.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><br \/>\nAt the same time the US Congress is yet to vote on legislation to enable key elements of AUKUS to proceed.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The serious concern for Australia is that it will be relying on used Virginia class submarines from the US Navy to bridge its so-called capability gap. There\u2019s also the question of why &#8211; if nuclear-powered submarines are as indispensable as defence says &#8211; the US has allowed its fleet to dwindle to its lowest level in decades.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000; font-family: arial, helvetica, sans-serif;\"><strong>The president reacts to a crisis<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The dire state of the US nuclear fleet is not new. The years-long decline has been chronicled <a href=\"https:\/\/crsreports.congress.gov\/search\/#\/?termsToSearch=AUKUS&amp;orderBy=Relevance\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">in a series of reports<\/span><\/a> produced by the US Congressional Research Service, a valuable source of independent information used by members of the US Congress.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">By 2021 the position had reached something of a crisis for US national security. In December that year President Joe Biden issued three <span style=\"color: #800000;\">presidential determinations<\/span>. Without this exceptional action, according to the determinations, \u201cUnited States industry could not be reasonably expected\u201d to provide the capability to produce nuclear-powered submarines \u201cin a timely manner\u201d to maintain its maritime superiority.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The December 2021 determination was aimed specifically at overcoming problems with domestic supply chains as well as chronic workforce shortages that had long plagued the naval shipyards and inhibited submarine construction and repairs.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The president\u2019s directives came three months after Scott Morrison sprung the AUKUS agreement on an unsuspecting Australia. Australian workers have since begun arriving at US shipyards, though no-one from the Australian government has ever made it clear when Australia agreed to supply workers &#8211; or to send $3 billion to the US government for the building of US shipbuilding facilities.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000; font-family: arial, helvetica, sans-serif;\"><strong>A friend in need is a friend indeed<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Did the US need Australia? Did Australia need the US? Or is AUKUS a meeting of the needy?<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.theaustralian.com.au\/nation\/defence\/scott-morrison-kept-aukus-secret-from-foreign-minister-marise-payne-and-other-senior-diplomats\/news-story\/4f141e011c43ddc5c72641c69f086cc1\" target=\"_blank\" rel=\"noopener\">marketing<\/a><\/span> of the Scott Morrison story has it that Australia\u2019s then-prime minister somehow managed to convince the forever reluctant US administration to allow Australia to enter the elite club of global powers with nuclear-powered submarines and thereby come to share the US\u2019 ultimate nuclear jewels. Under this narrative, Morrison had shown extraordinary foresight and leadership as he expertly managed a super-secret international operation, without a word eking out.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">It has always appeared fishy.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Now, as details emerge of how dire the US position had become, Morrison stands to look less the strategic maestro and more the provider of much-needed workers and money &#8211; as well as Australian facilities &#8211; to a once powerful friend.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000; font-family: arial, helvetica, sans-serif;\"><strong>The AUKUS-led economy &#8211; for some<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Meanwhile the AUKUS dollars have begun to flow, as the United States and Australia see a joint interest in cementing the security alliance ahead of any possible Trump interference come the 2024 US election.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Shamefully for Australia\u2019s big media operators, the sleuths who have revealed the AUKUS money trail are (largely) unpaid researchers with access to social media.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The researcher who uses the social media identity \u201cJommy Tee\u201d has revealed that the Australian Defence Department has provided $172,000 to the US-based Center for a New American Security (CNAS) for strategic policy advice. That award was made in March this year. In May this year <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.crikey.com.au\/2023\/05\/03\/scott-morrison-think-tank-cnas\/\" target=\"_blank\" rel=\"noopener\">the CNAS appointed Scott Morrison to an unpaid advisory role<\/a><\/span>.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">This is on top of the $8.5 million contract awarded to Ernst &amp; Young by the defence department for \u201cfuture nuclear regulatory office design\u201d. (Jommy Tee <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/twitter.com\/jommy_tee\/status\/1689439011067269120\" target=\"_blank\" rel=\"noopener\">revealed this on August 10<\/a><\/span>. It was then reported by the SMH\/The Age <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/unbelievable-defence-spends-8-5m-on-consultants-for-aukus-nuclear-regulator-20230820-p5dxxo.html\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">11 days later<\/span><\/a>.)<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Former senator Rex Patrick has also <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/twitter.com\/MrRexPatrick\/status\/1694154512142159879?s=20\" target=\"_blank\" rel=\"noopener\">revealed the bonanza for consulting firms<\/a><\/span>, publishing details of a dozen contracts worth millions of dollars as the new Australian submarine agency cranks up. One of the contracts was awarded to a <a href=\"https:\/\/twitter.com\/jommy_tee\/status\/1694183024563568879\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">former deputy secretary of defence<\/span><\/a>.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">That\u2019s all before Australia prepares to transfer the billions of dollars it has pledged to the US as part of the price of entry.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">After all, apex predators don\u2019t come cheap.<\/span><\/p>\n<p><span style=\"font-size: 16px; font-family: arial, helvetica, sans-serif;\"><a title=\"AUKUS is propelled by myths and secrets.
