Members of the Public don&#8217;t know anything about weaponry? Never mind the strategic, tactical and political implications of these mindbogglingly expensive purchases&#8221;<br \/>\n<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px;\"><span style=\"color: #000000;\">However, being a slave to logic and scientific methodology, it behooved<strong><span style=\"font-size: 14px;\"><sup>1<\/sup><\/span><\/strong> me to do some research before dismissing the plan outright.&nbsp;<\/span> <\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Firstly, it had to be established there was a need to change the existing Defense procurement structure. This need was surprisingly easy to confirm. It seems the current system of defence experts, consultants and politicians has been a dismal failure for decades.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000; font-family: arial, helvetica, sans-serif; font-size: 16px;\"><span style=\"font-size: 20px;\">Defence projects have suffered $6.5bn worth of cost blowouts and are collectively running decades behind schedule, the federal government has revealed. <span style=\"font-size: 16px;\">(October, 2022)<\/span><\/span><br \/>\n<\/span><\/p>\n<p style=\"padding-left: 80px;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 16px;\"><span style=\"color: #000000;\"><strong>\u2022 The $4bn offshore patrol vessel program<\/strong>&nbsp;is among the projects delayed, and has also been hit with concerns about \u201cseaworthiness\u201d and whether the vessels are adequately armed (<\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.abc.net.au\/news\/2022-10-09\/offshore-patrol-vessels-program-delay-costs-mount\/101517060\" target=\"_blank\" rel=\"noopener\">ABC<\/a><\/span><span style=\"color: #000000;\">)<br \/>\n<\/span><\/span><\/p>\n<p style=\"padding-left: 80px;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 16px; color: #000000;\"><strong>\u2022 Labor claims&nbsp;<\/strong>the delays were exacerbated by the previous government demanding WA-based shipbuilder Austal be included in the project as a subcontractor<\/span><\/p>\n<p style=\"padding-left: 80px;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 16px;\"><span style=\"color: #000000;\"><strong>\u2022 The blowouts<\/strong>&nbsp;mean the defence budget is set to rise from $48.6bn in the March budget to about $80bn a year by 2032 <\/span>(<span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.theaustralian.com.au\/nation\/defence\/defence-caught-short-on-costs-amid-project-blowouts\/news-story\/5df7347836a678fdff698cbf770d1dea\" target=\"_blank\" rel=\"noopener\">The Australian<\/a><\/span>&nbsp;<span style=\"color: #000000;\">$)<br \/>\n<\/span><\/span><\/p>\n<p style=\"padding-left: 80px;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 16px; color: #000000;\"><strong>\u2022 This does not<\/strong> yet include the expected heavy cost of delivering a fleet of nuclear submarines or plans to increase the size of the nation\u2019s military<\/span><\/p>\n<p style=\"padding-left: 80px;\"><a title=\"Defence projects running a century late \u2013 Max Opray - Saturday Paper via Dingo News\" href=\"https:\/\/dingo.news\/voice\/defence-projects-running-a-century-late-max-opray\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000; font-family: arial, helvetica, sans-serif; font-size: 16px;\">Defence projects running a century late \u2013 Max Opray &#8211; Saturday Paper via Dingo News<\/span><\/a><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">In fact, I defy anyone to find a glowing review of our <span style=\"color: #800000;\"><a style=\"color: #800000;\" title=\"Buyer's remorse: Australia's sorry record on defence hardware - Michael McGowan - The Guardian\" href=\"https:\/\/www.theguardian.com\/world\/2018\/jan\/29\/buyers-remorse-australias-sorry-record-on-defence-hardware\" target=\"_blank\" rel=\"noopener\">weapons procurement record<\/a><\/span>. Unsurprisingly, both of Australia&#8217;s neoliberal parties, (the Labor\/Liberal Duopoly which act in lockstep on defence) blame the other for this sorry state of affairs.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-family: arial, helvetica, sans-serif; color: #800000;\"><strong>Those friggin&#8217; frigates<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">I recently covered the latest Defence debacle in a purely objective piece entitled, &#8220;<span style=\"color: #800000;\"><a style=\"color: #800000;\" title=\"If the BAE Frigate deal is bad, then the AUKUS deal is catastrophic - Mick Lawless - Dingo News\" href=\"https:\/\/dingo.news\/voice\/if-the-frigate-deal-is-bad-then-the-aukus-deal-is-catastrophic-mick-lawless\/\" target=\"_blank\" rel=\"noopener\">If the BAE Frigate deal is bad, then the AUKUS deal is catastrophic<\/a><\/span>&#8220;. Armed with a phone for recording, a bundle of fact sheets and a mask, I set off on this important (nay <em>crucial<\/em>) fact-finding mission. <\/span><br \/>\n&nbsp;<\/p>\n<h2><span style=\"color: #800000;\"><strong><span style=\"font-family: arial, helvetica, sans-serif;\"><br \/>\nSupermarket interview<\/span><\/strong><\/span><\/h2>\n<p style=\"padding-left: 40px;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>Dingo News:<\/strong> &#8220;Excuse me, I&#8217;m doing some research on Defence matters&#8221;. [This to a male, early twenties &#8211; leaning against a wall &#8211; smoking and drinking a coffee. All of the random people selected decided a frigate, one could actually see and make inquiries about, was a safer bet than one on paper. All were appalled at the cost blowout and the lack of consequences for the people responsible.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"padding-left: 40px;\"><span style=\"font-family: arial, helvetica, sans-serif; color: #008000;\"><em><strong>According to the ANAO, Defence records have revealed the department&#8217;s initial assessment concluded the Italian FREMM and Spanish F-100 were better options for Australia than the British Type 26 design <\/strong><\/em><strong><span style=\"color: #000000; font-size: 20px;\">&#8211; <\/span><a title=\"Auditor fires off scathing assessment of $45 billion future frigates program - By Andrew Greene\" href=\"https:\/\/www.abc.net.au\/news\/2023-05-10\/audit-office-scathing-defence-department-frigates\/102328222\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000; font-size: 20px;\">Source<\/span><\/a><\/strong><\/span><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">It also brought home to many of the interviewees, the sheer insanity of unleashing this consequence-free Defence procurement establishment onto the far more complex and expensive AUKUS project.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Some of the views expressed by these random subjects were uniquely interesting and <span style=\"color: #800000;\"><a style=\"color: #800000;\" title=\"PERFORMANCE AUDIT REPORT - AUDITOR-GENERAL REPORT NO.\u200a21 OF 2022\u201323 - Department of Defence\u2019s Procurement of Hunter Class Frigates - ANAO\" href=\"https:\/\/www.anao.gov.au\/work\/performance-audit\/department-defences-procurement-hunter-class-frigates\" target=\"_blank\" rel=\"noopener\">one wonders why they aren&#8217;t part of the &#8216;discussion&#8217;<\/a><\/span>. Those who had some time and an interest in the issue, were given some extra information from my fact-sheets on the BAE frigate deal.<br \/>\n<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><strong>Fact Sheet #4 of 6<\/strong><br \/>\n<\/span><\/p>\n<p>&nbsp;<br \/>\n<div class='et-box et-shadow'>\n\t\t\t\t\t<div class='et-box-content'><span style=\"font-size: 24px; font-family: arial, helvetica, sans-serif; color: #000000;\"><strong>Ex-BAE execs on \u2018independent\u2019 advisory committee<\/strong><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Defence set up a separate advisory committee to independently review the Navy\u2019s surface ship programs.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">The Surface Ships Advisory Committee (SSAC) was asked to review the BAE frigate program for the Defence Strategic Review, released publicly on 24 April.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">The committee\u2019s Terms of Reference state its role: \u2018To provide Defence with independent critical peer review of surface ship programs to validate existing plans and actions and enable early identification of areas of weakness. In addition\u2026 the committee was tasked to review the cost, schedule and performance of the Hunter class program.\u2019 [our emphasis]<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">When the members of the SSAC were <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.afr.com\/politics\/federal\/experts-given-december-deadline-to-fix-frigate-project-20221028-p5btrg\" target=\"_blank\" rel=\"noopener\">revealed<\/a><\/span> last year, it showed that two of the four members of the SSAC were former senior BAE Systems executives: Bill Saltzer, <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.linkedin.com\/in\/bill-saltzer-b68a21\/\" target=\"_blank\" rel=\"noopener\">BAE Systems Australia\u2019s Maritime Director<\/a><\/span> for four years (Jan 2012\u2013Dec 2015). Also a member of the expert advisory panel overseeing the frigate tender evaluation and then Defence\u2019s lead negotiator on the frigate contract.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Merv Davis, retired navy commodore, <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/defencesa.com\/about-defence-sa\/advisory-board\/\" target=\"_blank\" rel=\"noopener\">former Maritime Director for BAE Systems<\/a><\/span>, and former CEO of CEA Technologies, which supplies radar for the navy\u2019s warships.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Phill Brown (chair), former Defence Department official, and former General Manager at <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.defense-aerospace.com\/tenix-commissions-ship-turntable-july-3\/\" target=\"_blank\" rel=\"noopener\">Tenix Shipbuilding WA<\/a><\/span> (which was later sold to BAE Systems in 2008).<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Melissa Davidson, former <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.linkedin.com\/in\/melissa-davidson-88004510\/?originalSubdomain=au\" target=\"_blank\" rel=\"noopener\">Boeing Defence Australia<\/a><\/span> human resources director.<\/span><\/p>\n<p><span style=\"font-size: 20px;\"><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"color: #000000;\">Despite mounting costs, schedule delays, and expert criticism that the warship has serious design flaws, the <\/span><span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.anao.gov.au\/work\/performance-audit\/department-defences-procurement-hunter-class-frigates\" target=\"_blank\" rel=\"noopener\">SSAC recommended<\/a><\/span> <span style=\"color: #000000;\">to Defence in January this year that it \u2018stay the course\u2019 with the frigate program<\/span>.<\/span>&nbsp;<\/span><\/p>\n<p><span style=\"font-size: 16px;\"> <span style=\"color: #800000;\"><a style=\"color: #800000;\" title=\"SINKING BILLIONS \u2013 REVOLVING DOORS - The Australian Defence Department\u2019s new Frigates project is a jobs merry-go-round for former military officers, bureaucrats, and weapons makers by Michelle Fahy - Declassified Australia\" href=\"https:\/\/declassifiedaus.org\/2023\/07\/08\/sinking-billions-revolving-doors\/\" target=\"_blank\" rel=\"noopener\"><strong>SINKING BILLIONS \u2013 REVOLVING DOORS &#8211; The Australian Defence Department\u2019s new Frigates project is a jobs merry-go-round for former military officers, bureaucrats, and weapons makers<\/strong><\/a><\/span> <span style=\"color: #000000; font-family: arial, helvetica, sans-serif;\">by Michelle Fahy &#8211; Declassified Australia<\/span><\/div><\/div><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-family: arial, helvetica, sans-serif; color: #800000;\"><strong>Some of the responses<\/strong><\/span><\/h2>\n<p style=\"padding-left: 40px;\"><span style=\"color: #000000; font-family: arial, helvetica, sans-serif; font-size: 20px;\"><strong>Random4:<\/strong> &#8220;You&#8217;re telling me no-one gets in the shit for a ten billion dollar cost blow out?
