We own any errors and are grateful for feedback and discussion with Tim Hollo, Alex Kelly, Professor John Keane, Dr Adam Lucas, Clare Ozich, Guy Rundle, Benedetta Brevini, Jacob Grech, Peter Cronau, Liz Minter, Richard Tanter, Alice Drury, Holly Creenaune, Jolene Elberth and Tom Swann.<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-family: arial, helvetica, sans-serif; color: #000000; font-size: 16px;\">Published in February 2022<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">This report introduces the concept of state capture in the Australian context: what it is, how it applies <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">here, and what to do about it.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">The state capture framing has been useful in driving reform in other democracies and is worth adding <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">to our toolbox when confronting how political, economic and social power operates in Australia.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">The World Bank defines state capture as \u201cthe exercise of power by private actors \u2014 through control <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">over resources, threat of violence, or other forms of influence \u2014 to shape policies or implementation in <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">service of their narrow interests\u201d.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">Under state capture, policymaking doesn\u2019t work the way most people believe it does, and neither do <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">elections. Under state capture, the rule-making machinery itself is the prize, including the ability to <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">define what constitutes corrupt or illicit behaviour in the first place.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">In order to make progress against something that operates at such an entrenched and systemic level, <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">we need a better map of its moving parts, dependencies and points of failure.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">This report identifies six channels through which state capture by corporate interests is exercised: <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">financial, lobbying, revolving doors, institutional repurposing, research and policymaking, and public <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">influence campaigns.<\/span><\/p>\n<p><strong><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">Two case studies show how fossil fuel and arms companies exercise forms of control over the political <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">process in Australia and firmly meet the definition of state capture.<\/span><\/strong><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">A key element of state capture is the management of political parties both in government and <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">opposition, with industry punishing dissent and rewarding compliance, ensuring that even in a change <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">of government, industry wins.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">Disillusionment with Australian political parties and lack of trust in politicians is not always apathy &#8211; it\u2019s <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">a legitimate response to state capture. We need more than piecemeal tweaks to donations reform or <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">anti-corruption initiatives for Australia\u2019s democracy to serve more than the powerful few.<\/span><\/p>\n<p><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">We need a commitment that the Framework for a Fair Democracy will be implemented by our next <\/span><span style=\"color: #000000; font-size: 20px; font-family: arial, helvetica, sans-serif;\">parliament.<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Continue reading <a title=\"Confronting State Capture - by the Australian Democracy Network with assistance from contributors Scott Ludlam, Michelle Fahy and Felicity Ruby.
