{"id":32596,"date":"1997-02-03T20:28:48","date_gmt":"1997-02-03T12:28:48","guid":{"rendered":"https:\/\/dingo.news\/voice\/?p=32596"},"modified":"2026-02-02T22:14:33","modified_gmt":"2026-02-02T14:14:33","slug":"australia-and-the-holocaust-a-koori-perspective-gary-foley","status":"publish","type":"post","link":"https:\/\/dingo.news\/voice\/australia-and-the-holocaust-a-koori-perspective-gary-foley\/","title":{"rendered":"Australia and the Holocaust: A Koori Perspective &#8211; Gary Foley"},"content":{"rendered":"<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000; font-family: arial, helvetica, sans-serif;\"><strong>Introduction<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In November 1938, throughout Germany a major Nazi pogrom was conducted <\/span><span style=\"font-size: 20px; color: #000000;\">against the Jewish community. This notorious event was dubbed kristallnacht and <\/span><span style=\"font-size: 20px; color: #000000;\">signalled a dramatic upsurge of violence, intimidation and persecution of <\/span><span style=\"font-size: 20px; color: #000000;\">Germany\u2019s Jewish population. Less than one month later, on December 6th <\/span><span style=\"font-size: 20px; color: #000000;\">1938, on the other side of the world, a Victorian Aboriginal man, William Cooper, <\/span><span style=\"font-size: 20px; color: #000000;\">led a deputation of Kooris from the Australian Aborigines League, in a visit the <\/span><span style=\"font-size: 20px; color: #000000;\">German Consulate in Melbourne where they attempted to present a resolution <\/span><span style=\"font-size: 20px; color: #000000;\">\u2018condemning the persecution of Jews and Christians in Germany\u2019. The Consul-<\/span><span style=\"font-size: 20px; color: #000000;\">General, Dr. R.W. Drechsler, refused them admittance.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Thus, the first group in Australia to try and lodge a formal protest with the <\/span><span style=\"font-size: 20px; color: #000000;\">German government\u2019s representative about the persecution of the German <\/span><span style=\"font-size: 20px; color: #000000;\">Jewish community, were a group of Koori political activists representing a people <\/span><span style=\"font-size: 20px; color: #000000;\">who, in the previous hundred years, had themselves been subject to genocide, <\/span><span style=\"font-size: 20px; color: #000000;\">and in 1938 were (like Germany\u2019s Jewish people) denied citizenship.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Furthermore, Aboriginal people had also been labelled by a white supremacist <\/span><span style=\"font-size: 20px; color: #000000;\">society as \u2018subhuman\u2019, and subjected to scientific research to establish if they <\/span><span style=\"font-size: 20px; color: #000000;\">were closer to apes than humans. They had also had experience of the <\/span><span style=\"font-size: 20px; color: #000000;\">concentration camps that white Australia had created to contain them, and which <\/span><span style=\"font-size: 20px; color: #000000;\">were later used in the notorious \u2018assimilation program\u2019 designed to \u2018eliminate\u2019 the <\/span><span style=\"font-size: 20px; color: #000000;\">\u2018crossbreeds\u2019, \u2018half-castes\u2019, \u2018octoroons\u2019 and \u2018quadroons\u2019. The \u2018full-bloods\u2019 were <\/span><span style=\"font-size: 20px; color: #000000;\">assumed to be \u2018dying out\u2019 thus resolving that aspect of the Aboriginal \u2018problem\u2019.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">It is probable that the ironies of the deputation\u2019s visit to the German Consulate <\/span><span style=\"font-size: 20px; color: #000000;\">were part of the group\u2019s strategy to draw attention to the similarities between <\/span><span style=\"font-size: 20px; color: #000000;\">what was happening in Germany and how Aborigines were being dealt with in <\/span><span style=\"font-size: 20px; color: #000000;\">Australia. If that was the case it must be said that their remarkable action <\/span><span style=\"font-size: 20px; color: #000000;\">achieved little in mobilising the conscience of mainstream Australia, either in <\/span><span style=\"font-size: 20px; color: #000000;\">terms of the situation of Germany\u2019s Jews or that of Aboriginal Australia. Indeed, <\/span><span style=\"font-size: 20px; color: #000000;\">their gesture has been almost completely forgotten in Australian history.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">But did they have a point? Were there parallels between the murderous <\/span><span style=\"font-size: 20px; color: #000000;\">Nazi\/German campaign against the Jews of Europe and what had happened in <\/span><span style=\"font-size: 20px; color: #000000;\">the previous hundred and fifty years in Australia (and was still happening in<\/span><span style=\"font-size: 20px; color: #000000;\">1938)? Further, were there similarities between Nazi racial theories and those <\/span><span style=\"font-size: 20px; color: #000000;\">subscribed to by most Anglo-Australians during the 1930s and which had <\/span><span style=\"font-size: 20px; color: #000000;\">produced in this country a history of genocide, and white- supremacist attitudes <\/span><span style=\"font-size: 20px; color: #000000;\">that were the foundation blocks of the Federation of Australia?<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In this essay I will provide some answers to these questions by comparing two <\/span><span style=\"font-size: 20px; color: #000000;\">aspects of Australia\u2019s treatment of its Indigenous population, ie racial ideology <\/span><span style=\"font-size: 20px; color: #000000;\">and genocide, with similar policies and notions that were central to Nazi ideology. <\/span><span style=\"font-size: 20px; color: #000000;\">I will also briefly consider what effect this may have had on Australian policy on <\/span><span style=\"font-size: 20px; color: #000000;\">the Jewish refugee question.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-family: arial, helvetica, sans-serif; color: #800000;\"><strong>1. The Australian Government and The Evian Conference of 1938<\/strong> <\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">From the moment in January 1933 when Hitler became Chancellor, the Nazis <\/span><span style=\"font-size: 20px; color: #000000;\">had embarked on a vicious reign of terror and exclusion against the German <\/span><span style=\"font-size: 20px; color: #000000;\">Jewish community which continued largely unabated through to 1938 when, U.S.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">President Roosevelt, alarmed at the dramatic increase in Jewish refugees <\/span><span style=\"font-size: 20px; color: #000000;\">seeking to escape Nazi excesses in Germany and Austria, called for an <\/span><span style=\"font-size: 20px; color: #000000;\">international conference to be held in Evian, France in July 1938. None of the <\/span><span style=\"font-size: 20px; color: #000000;\">countries that attended the Evian Conference really had the interests of the <\/span><span style=\"font-size: 20px; color: #000000;\">Jewish refugees at heart, least of all Australia which was represented by a <\/span><span style=\"font-size: 20px; color: #000000;\">delegation led by a Cabinet Minister, Colonel Thomas Walter White, who had <\/span><span style=\"font-size: 20px; color: #000000;\">been passing through London on other business.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Paul Bartrop has said that, \u2018between 1933 and 1945 the Australian government <\/span><span style=\"font-size: 20px; color: #000000;\">pursued a policy of restricted entry toward Jewish refugees\u2019, and never was that <\/span><span style=\"font-size: 20px; color: #000000;\">more evident than at the Evian Conference where Colonel White was to <\/span><span style=\"font-size: 20px; color: #000000;\">distinguish himself by declaring Australia\u2019s position thus, <\/span><span style=\"font-size: 20px; color: #000000;\">&#8230;It will no doubt be appreciated also that, as we have no real racial problems, <\/span><span style=\"font-size: 20px; color: #000000;\">we are not desirous of importing one&#8230;<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">This was a strange statement from an Australian Government official, <\/span><span style=\"font-size: 20px; color: #000000;\">considering the previous 150 years of Australian history, and it was also <\/span><span style=\"font-size: 20px; color: #000000;\">remarkable given that less than 12 months earlier, on 21st April 1937, the first <\/span><span style=\"font-size: 20px; color: #000000;\">ever conference of Commonwealth and State Aboriginal authorities had as its <\/span><span style=\"font-size: 20px; color: #000000;\">major resolution, under the general heading, \u2018Destiny of the Race\u2019, declared, &#8220;<\/span><span style=\"font-size: 20px; color: #000000;\">That this conference believes that the destiny of the natives of aboriginal origin, <\/span><span style=\"font-size: 20px; color: #000000;\">but not of the full blood, lies in their ultimate absorption by the people of the <\/span><span style=\"font-size: 20px; color: #000000;\">Commonwealth, and it therefore recommends that all efforts be directed to that <\/span><span style=\"font-size: 20px; color: #000000;\">end.&#8221;<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">The Jews of Europe in the 1930s were not to know that Australia was in fact a <\/span><span style=\"font-size: 20px; color: #000000;\">racist country which had a history of attempted and actual genocide of its <\/span><span style=\"font-size: 20px; color: #000000;\">Indigenous peoples, and that this country was determined to maintain what it <\/span><span style=\"font-size: 20px; color: #000000;\">believed was its racial homogeneity.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000; font-family: arial, helvetica, sans-serif;\"><strong>2. Genocide in Australian History<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">From the beginning of the British invasion of Australia (justified on the myth of <\/span><span style=\"font-size: 20px; color: #000000;\">terra nullius), the Indigenous people were slaughtered on a grand scale. In <\/span><span style=\"font-size: 20px; color: #000000;\">Tasmania between 1804 and 1834, the Aboriginal population was reduced from <\/span><span style=\"font-size: 20px; color: #000000;\">an estimated 5000 people to just 200, which represented a 90% reduction in just <\/span><span style=\"font-size: 20px; color: #000000;\">30 years. In Victoria it has been estimated that the Koori population declined by <\/span><span style=\"font-size: 20px; color: #000000;\">about 60% in just 15 years between 1835 and 1850 as more than 68 individual<\/span><span style=\"font-size: 20px; color: #000000;\">\u2018massacres\u2019 were perpetrated in that period. Indeed, according to representative <\/span><span style=\"font-size: 20px; color: #000000;\">of the North West Clans of Victoria, Mr Gary Murray, of the 38 clans that lived in <\/span><span style=\"font-size: 20px; color: #000000;\">Victoria B.C. (Before Cook) only 24 today have living descendants.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">By 1850 <\/span><span style=\"font-size: 20px; color: #000000;\">virtually all active resistance to the invasion had been quelled in Victoria. Census <\/span><span style=\"font-size: 20px; color: #000000;\">figures published in March 1857 showed that only 1,768 Aborigines were left in <\/span><span style=\"font-size: 20px; color: #000000;\">all of that state. So comprehensive was the \u2018ethnic cleansing\u2019 of Australia that out <\/span><span style=\"font-size: 20px; color: #000000;\">of an estimated 500 language groups on mainland Australia when the British <\/span><span style=\"font-size: 20px; color: #000000;\">arrived, barely half that number of languages were to survive. By 1871, one <\/span><span style=\"font-size: 20px; color: #000000;\">correspondent, G. Carrington felt compelled to write, &#8220;<\/span><span style=\"font-size: 20px; color: #000000;\">We shall never possess a detailed history of this singular and gradual work of <\/span><span style=\"font-size: 20px; color: #000000;\">extermination &#8211; such a tale would be too horrible to read &#8211; but we have an <\/span><span style=\"font-size: 20px; color: #000000;\">opportunity of seeing a similar process in full work in the colony of Queensland,<\/span><span style=\"font-size: 20px; color: #000000;\">and when we have seen that, we shall understand the mystery of Tasmania, New <\/span><span style=\"font-size: 20px; color: #000000;\">South Wales, Victoria and Western Australia.&#8221;<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">By the middle of the 19th Century the situation for Aborigines in most parts of <\/span><span style=\"font-size: 20px; color: #000000;\">Australia looked very grim. Morris has described it thus, \u2018The colonial process <\/span><span style=\"font-size: 20px; color: #000000;\">had reduced the Aborigines to a residual minority, but they had not been <\/span><span style=\"font-size: 20px; color: #000000;\">eliminated. The problem was expected to resolve itself.\u2019 In other words a new <\/span><span style=\"font-size: 20px; color: #000000;\">policy emerged dubbed, \u2018Smooth the Dying Pillow\u2019, it was based on the <\/span><span style=\"font-size: 20px; color: #000000;\">assumption that what was left of the Aboriginal populace would now die out. So <\/span><span style=\"font-size: 20px; color: #000000;\">whilst indiscriminate killings of Aborigines were to continue well into the 1930\u2019s,<\/span><span style=\"font-size: 20px; color: #000000;\">the widespread genocidal activity of early \u2018settlement\u2019 gave way to a policy of <\/span><span style=\"font-size: 20px; color: #000000;\">containment. This was typified by the Aborigines Protection Act 1909, which <\/span><span style=\"font-size: 20px; color: #000000;\">established the first Australian \u2018concentration camps\u2019 to provide a place for the <\/span><span style=\"font-size: 20px; color: #000000;\">doomed race to die off.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000; font-family: arial, helvetica, sans-serif;\"><strong>3. Racial Attitudes in Germany and Australia up to the 1930\u2019s<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">One aspect of life that Australia shared with Germany in the first part of this <\/span><span style=\"font-size: 20px; color: #000000;\">century was the popularity of racial theories based on Social Darwinism. As Karl <\/span><span style=\"font-size: 20px; color: #000000;\">Schleunes wrote, \u2018The publication of Darwin\u2019s theory of biological evolution in<\/span><span style=\"font-size: 20px; color: #000000;\">1859 had an immediate impact in Germany\u2019, and when Professor Ernst Haeckel <\/span><span style=\"font-size: 20px; color: #000000;\">developed these theories to incorporate a general theory of human and social <\/span><span style=\"font-size: 20px; color: #000000;\">development, the notion was used by racial theorists to justify their, \u2018conceptions <\/span><span style=\"font-size: 20px; color: #000000;\">of superior and inferior peoples and nations\u2019. These were some of the major <\/span><span style=\"font-size: 20px; color: #000000;\">contributing elements for the Nazis to later concoct their policies against \u2018inferior\u2019 <\/span><span style=\"font-size: 20px; color: #000000;\">\u2018races\u2019, such as Jews, Gypsies, Slavs and Blacks.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In Australia Social Darwinism was also very popular, especially among the <\/span><span style=\"font-size: 20px; color: #000000;\">scientific community. Andrew Markus has said, \u2018one doesn\u2019t have to read <\/span><span style=\"font-size: 20px; color: #000000;\">extensively to discern that a central concern of anatomists was to establish whether Aborigines were closer to the animal than human\u2019. The Elder Professor <\/span><span style=\"font-size: 20px; color: #000000;\">of Anatomy at the University of Adelaide in 1926 said that Aborigines were, \u2018too <\/span><span style=\"font-size: 20px; color: #000000;\">low in the scale of humanity\u2019 to benefit from \u2018the civilising influence of Anglo <\/span><span style=\"font-size: 20px; color: #000000;\">Saxon rule\u2019. In the 1920\u2019s and 30\u2019s Australia\u2019s Aborigines were a treasure trove <\/span><span style=\"font-size: 20px; color: #000000;\">of curiosity for scientists and academics who believed that here was the \u2018missing <\/span><span style=\"font-size: 20px; color: #000000;\">link\u2019 species that would advance the cause of Social Darwinism. <\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Consequently, <\/span><span style=\"font-size: 20px; color: #000000;\">thousands of Koori peoples in communities all over Australia, were subjected to <\/span><span style=\"font-size: 20px; color: #000000;\">the whims of \u2018scientists\u2019 interested in such things as similarities between <\/span><span style=\"font-size: 20px; color: #000000;\">Aborigines and Chimpanzees, brain capacity and cranium size (one study in <\/span><span style=\"font-size: 20px; color: #000000;\">1920 concluded that, \u2018the average brain capacity of Aborigines was between the <\/span><span style=\"font-size: 20px; color: #000000;\">normal medium intelligence of twelve or thirteen year old children\u2019) This <\/span><span style=\"font-size: 20px; color: #000000;\">Australian fascination with racial theories, phrenology and eugenics, closely <\/span><span style=\"font-size: 20px; color: #000000;\">mirrors a similar obsession with identical notions by German society of the same <\/span><span style=\"font-size: 20px; color: #000000;\">period in relation to the Jews.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Even the famous Professor A. P. Elkin, one of the most revered and \u2018enlightened\u2019 <\/span><span style=\"font-size: 20px; color: #000000;\">anthropologists in Australian history, in 1929 wrote, <\/span><span style=\"font-size: 20px; color: #000000;\">&#8230;some races possess certain powers in greater degree&#8230;than do others. Thus, <\/span><span style=\"font-size: 20px; color: #000000;\">the Australian Aborigines and the African negroes are human and have their <\/span><span style=\"font-size: 20px; color: #000000;\">powers, but they are not necessarily equal to the white or yellow races\u2019.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In Germany the same year as Elkin wrote the above, one of the leading racial <\/span><span style=\"font-size: 20px; color: #000000;\">theorists in the Third Reich, Professor Hans F. Gunther, said, \u2018If an illustrator, <\/span><span style=\"font-size: 20px; color: #000000;\">painter or sculptor wants to represent the image of a bold, goal-determined, <\/span><span style=\"font-size: 20px; color: #000000;\">resolute person, or of a noble, superior, and heroic human being, man or woman, <\/span><span style=\"font-size: 20px; color: #000000;\">he will in most cases create an image which more or less approximates the <\/span><span style=\"font-size: 20px; color: #000000;\">image of the Nordic race.\u2019. At the other end of the racial\/social spectrum were the <\/span><span style=\"font-size: 20px; color: #000000;\">Aborigines of Australia.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Many eminent Australian scientists of the day were to express similar attitudes.<\/span><span style=\"font-size: 20px; color: #000000;\">In Victoria, as Christie notes, \u2018Throughout the frontier years (between 1835 and <\/span><span style=\"font-size: 20px; color: #000000;\">1850) the intellectual argument that the Aborigines more closely resembled \u201cthe <\/span><span style=\"font-size: 20px; color: #000000;\">ourangoutangs (Ed: archaic spelling) than men\u201d made it easier for the squatter to treat the Aborigines <\/span><span style=\"font-size: 20px; color: #000000;\">as subhuman, to lump them with the dingo and shoot them as a \u201crural pest.\u201d <\/span><span style=\"font-size: 20px; color: #000000;\">In the meantime, particularly during the gold rush in Victoria, race became a <\/span><span style=\"font-size: 20px; color: #000000;\">major issue on another front. Paranoia about the numbers Chinese miners on the <\/span><span style=\"font-size: 20px; color: #000000;\">goldfields created numerous clashes and ultimately led to the development of the <\/span><span style=\"font-size: 20px; color: #000000;\">\u2018White Australia\u2019 immigration policy and also played a key role in the Federation <\/span><span style=\"font-size: 20px; color: #000000;\">of Australia in 1901. <\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">During the early part of this century, a viciously racist press <\/span><span style=\"font-size: 20px; color: #000000;\">campaign against \u2018the yellow peril\u2019 saw Australian cartoonists distinguish <\/span><span style=\"font-size: 20px; color: #000000;\">themselves by producing ugly caricatures of evil-looking, opium-smoking, white-<\/span><span style=\"font-size: 20px; color: #000000;\">woman-corrupting, yellow hordes to the north, poised to pounce on white <\/span><span style=\"font-size: 20px; color: #000000;\">populace of Australia. He rejects most of the <\/span><span style=\"font-size: 20px; color: #000000;\">conventional explanations for the behaviour of the German people and says,<\/span><span style=\"font-size: 20px; color: #000000;\">German beliefs about Jews unleashed indwelling destructive and ferocious <\/span><span style=\"font-size: 20px; color: #000000;\">passions that are usually tamed and curbed by civilisation. They also provide <\/span><span style=\"font-size: 20px; color: #000000;\">Germans with a moral rationale and psychological impulse to exercise those <\/span><span style=\"font-size: 20px; color: #000000;\">passions against Jews.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Even if this was partly true, then it could also be said that British settlers in <\/span><span style=\"font-size: 20px; color: #000000;\">Australia were imbued with a similar fear and loathing of Aborigines, who they <\/span><span style=\"font-size: 20px; color: #000000;\">considered to be closer to apes than humans. Those fundamental beliefs, <\/span><span style=\"font-size: 20px; color: #000000;\">stemming from extremist, white racialist notions, fuelled settler outrage when <\/span><span style=\"font-size: 20px; color: #000000;\">Aboriginal people sought to resist the invasion of their lands, and the numerous <\/span><span style=\"font-size: 20px; color: #000000;\">resultant \u2018punitive expeditions\u2019 bear a resemblance to the einstatzgruppen <\/span><span style=\"font-size: 20px; color: #000000;\">activities after Operation Barbarossa in eastern Europe. In other words, in both <\/span><span style=\"font-size: 20px; color: #000000;\">instances fear and loathing were powerful forces that produced both the <\/span><span style=\"font-size: 20px; color: #000000;\">motivation and justification for mass murder.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\"><span style=\"color: #800000;\"><strong>4. Genocide in Hitler\u2019s Europe and in Australia : some comparisons<\/strong><\/span><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In 1933 Jewish population of Germany was approx 500,000 people, or less than<\/span><span style=\"font-size: 20px; color: #000000;\">1% of the total population. This is similar to the percentage of Aboriginal people <\/span><span style=\"font-size: 20px; color: #000000;\">in the Australian population of the time. The largest community of Jewish people <\/span><span style=\"font-size: 20px; color: #000000;\">was in Berlin where they numbered 160,500 and constituted 32% of the population of the city.<br \/>\n<\/span><\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">According to the Encyclopedia of the Holocaust, of the total pre-war Jewish <\/span><span style=\"font-size: 20px; color: #000000;\">population of Europe approximately 57% perished in the Holocaust. This <\/span><span style=\"font-size: 20px; color: #000000;\">represents almost 5,600,000 people of a total population of 9,780,000. However,<\/span><span style=\"font-size: 20px; color: #000000;\">an analysis of the situation in each country reveals some interesting differences,<\/span><span style=\"font-size: 20px; color: #000000;\">for example, 23% of German Jews and 27% of Austrian Jews died, whilst the <\/span><span style=\"font-size: 20px; color: #000000;\">Jews of Poland (88% dead), Lithuania (83% dead), Greece (78% dead) and <\/span><span style=\"font-size: 20px; color: #000000;\">Latvia (77% dead) suffered the worst casualty rates. <\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In Denmark, of a Jewish <\/span><span style=\"font-size: 20px; color: #000000;\">population of 7,800 about 60 died (0.7%) and in Finland 7 out of a population of <\/span><span style=\"font-size: 20px; color: #000000;\">2000 died (0.35%). So it is obvious that the Nazis were more determined and <\/span><span style=\"font-size: 20px; color: #000000;\">effective in the execution of the \u2018final solution\u2019 in some parts of Europe and less <\/span><span style=\"font-size: 20px; color: #000000;\">so in other parts. It is almost an illustration of the Nazi obsession with lebesraum <\/span><span style=\"font-size: 20px; color: #000000;\">in action, whereby the greatest number of Jews killed were in areas where the <\/span><span style=\"font-size: 20px; color: #000000;\">Third Reich intended to settle.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">This is similar to what happened in Australia, where the populations of Aboriginal <\/span><span style=\"font-size: 20px; color: #000000;\">communities of south-eastern Australia were decimated, primarily because the <\/span><span style=\"font-size: 20px; color: #000000;\">invasion of Aboriginal lands began in these areas, and because these lands were <\/span><span style=\"font-size: 20px; color: #000000;\">the areas desired as the lebensraum of the pioneer Australians. In NSW the <\/span><span style=\"font-size: 20px; color: #000000;\">original inhabitants of Sydney were almost wiped out and the populations of other <\/span><span style=\"font-size: 20px; color: #000000;\">Aboriginal groups in close proximity to white settlements were dramatically <\/span><span style=\"font-size: 20px; color: #000000;\">reduced.<br \/>\n<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">The evidence of this is that <\/span><span style=\"font-size: 20px; color: #000000;\">Aboriginal groups are small in number and widely dispersed, which is a <\/span><span style=\"font-size: 20px; color: #000000;\">significant indication of the extent of destruction their communities suffered. <\/span><span style=\"font-size: 20px; color: #000000;\">Whereas, the further north one travels in Australia the more Aborigines there are, <\/span><span style=\"font-size: 20px; color: #000000;\">and in some instances (like parts of Arnhem Land) minimal destruction of <\/span><span style=\"font-size: 20px; color: #000000;\">traditional society has occurred. This is simply because the British invasion of <\/span><span style=\"font-size: 20px; color: #000000;\">Australia began in Sydney Cove and not Yirrikala, and the major killing fields of <\/span><span style=\"font-size: 20px; color: #000000;\">this continent were in the south east.<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In Tasmania about 96% of the Aboriginal population was killed between 1804 <\/span><span style=\"font-size: 20px; color: #000000;\">and 1834, whilst in Victoria conservative estimates suggest that up to 60% of the <\/span><span style=\"font-size: 20px; color: #000000;\">Aboriginal peoples of Victoria died between 1835 and 1850. Census figures <\/span><span style=\"font-size: 20px; color: #000000;\">published in March 1857 showed that only 1,768 Aborigines were left in all of <\/span><span style=\"font-size: 20px; color: #000000;\">Victoria. In northern Australia invasion and occupation of Aboriginal lands came <\/span><span style=\"font-size: 20px; color: #000000;\">later so that conflict continued well into this century. In QLD Henry Reynolds, in a <\/span><span style=\"font-size: 20px; color: #000000;\">\u2018conservative\u2019 estimate that at least 5000 Indigenes died violently during the <\/span><span style=\"font-size: 20px; color: #000000;\">initial invasion, whilst Raymond Evans suggests that the number of victims could <\/span><span style=\"font-size: 20px; color: #000000;\">easily be double Reynolds\u2019 estimate.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000; font-family: arial, helvetica, sans-serif;\"><strong>5. The United Nations Genocide Convention<\/strong><\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">As a result of the Holocaust, in Paris on 9th December 1948, the newly created <\/span><span style=\"font-size: 20px; color: #000000;\">United Nations General Assembly adopted Resolution 260 ( III ) A, the <\/span><span style=\"font-size: 20px; color: #000000;\">Convention on the Prevention and Punishment of the Crime of Genocide. Article <\/span><span style=\"font-size: 20px; color: #000000;\">of the Convention defined \u2018genocide\u2019 the following acts \u2018committed with intent to <\/span><span style=\"font-size: 20px; color: #000000;\">destroy, in whole or in part, a national, ethnical, racial or religious group\u2019 by:-<br \/>\n<\/span><\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">1. Killing members of the group;<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">2. Causing serious bodily or mental harm to members of the group;<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">3. Deliberately inflicting on the group conditions of life calculated to bring <\/span><span style=\"font-size: 20px; color: #000000;\">about its physical destruction in whole or in part;<\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">4. Imposing measures intended to prevent births within the group;<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">5. Forcibly transferring children of the group to another group.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">The Australian government ratified the Convention on 8th July 1949 but has <\/span><span style=\"font-size: 20px; color: #000000;\">chosen since then to ignore the Convention&#8217;s obvious ramifications in Australia.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\"><span style=\"color: #800000;\"><strong>6. Conclusion<\/strong><\/span><br \/>\n<\/span><\/h2>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">Australia during the 1930s was a society that held almost identical racial theories <\/span><span style=\"font-size: 20px; color: #000000;\">of evolution and Social Darwinism as those that dominated the ideology of <\/span><span style=\"font-size: 20px; color: #000000;\">Hitler\u2019s Germany. It was the inherent assumption that \u2018inferior\u2019 peoples could be <\/span><span style=\"font-size: 20px; color: #000000;\">disposed of that led to genocidal acts being perpetrated in both societies. Many <\/span><span style=\"font-size: 20px; color: #000000;\">people today assume that what happened in the \u2018holocaust\u2019 in Europe was an <\/span><span style=\"font-size: 20px; color: #000000;\">aberration of history and was not possible in other Western \u2018civilised\u2019 nations, but <\/span><span style=\"font-size: 20px; color: #000000;\">in doing so those in settler-nations such as Australia, the United States and <\/span><span style=\"font-size: 20px; color: #000000;\">Canada are able to conveniently absolve themselves of their own bloody <\/span><span style=\"font-size: 20px; color: #000000;\">histories.<br \/>\n<\/span><\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">In Australia the greater part of the mass murder and genocide of <\/span><span style=\"font-size: 20px; color: #000000;\">Indigenous peoples occurred in the 150 years prior to the advent of Hitler\u2019s rise <\/span><span style=\"font-size: 20px; color: #000000;\">to power in Germany, and that the most destructive phase of the Australian <\/span><span style=\"font-size: 20px; color: #000000;\">concentration camps occurred from the 1930s through to the 1960s. This means <\/span><span style=\"font-size: 20px; color: #000000;\">that the Australian holocaust not only has been unacknowledged, but also has <\/span><span style=\"font-size: 20px; color: #000000;\">persisted in different forms for two hundred years, whereas the entire period of <\/span><span style=\"font-size: 20px; color: #000000;\">Nazi German excesses covers less than two decades.<\/span><span style=\"font-size: 20px; color: #000000;\">Daniel Goldhagen asserts that when it comes to specific numbers of people killed <\/span><span style=\"font-size: 20px; color: #000000;\">during any German operation that, \u2018the numbers are of great historical but of little <\/span><span style=\"font-size: 20px; color: #000000;\">analytical importance in this context\u2019.<br \/>\n<\/span><\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">The same applies to this country, where by <\/span><span style=\"font-size: 20px; color: #000000;\">the first 150 years of occupation decimated the Aboriginal communities of <\/span><span style=\"font-size: 20px; color: #000000;\">Australia to at least a similar extent to the Jewish communities of Europe. It does <\/span><span style=\"font-size: 20px; color: #000000;\">not matter if we speak in terms of a \u2018mere\u2019 300 people murdered at Waterloo <\/span><span style=\"font-size: 20px; color: #000000;\">Creek in 1838, because if those 300 people represented 90% of that Aboriginal <\/span><span style=\"font-size: 20px; color: #000000;\">group, we are clearly talking of a genocidal act. <\/span><span style=\"font-size: 20px; color: #000000;\">In the final analysis, there were grounds for comparison between Nazi Germany <\/span><span style=\"font-size: 20px; color: #000000;\">and Australian society in the 1930s, which is the point William Cooper and his <\/span><span style=\"font-size: 20px; color: #000000;\">group had tried to illustrate with their visit to the German Consul-General in 1938. <\/span><span style=\"font-size: 20px; color: #000000;\">Furthermore, it seems beyond comprehension that in the prevailing climate of <\/span><span style=\"font-size: 20px; color: #000000;\">white supremism in Australia, that racism would not have played a key role in the <\/span><span style=\"font-size: 20px; color: #000000;\">decision to restrict the entry of eastern European Jews seeking to escape Nazi <\/span><span style=\"font-size: 20px; color: #000000;\">persecution. If this were the case, then the Jewish refugees were victims of <\/span><span style=\"font-size: 20px; color: #000000;\">Australian racism by their effective exclusion until the end of the war.<br \/>\n<\/span><\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 20px; color: #000000;\">The great irony of the story is that many of the Jewish refugees to whom I spoke, <\/span><span style=\"font-size: 20px; color: #000000;\">who came to Australia after the war, praised the warmth of the welcome when <\/span><span style=\"font-size: 20px; color: #000000;\">they got here, and were eternally grateful that they had arrived in a land so free <\/span><span style=\"font-size: 20px; color: #000000;\">of the virulent strain of anti-Semitism that they had escaped in Europe. Some of <\/span><span style=\"font-size: 20px; color: #000000;\">them however were to soon realise the parallels between what was happening to <\/span><span style=\"font-size: 20px; color: #000000;\">the Aboriginal people and what had happened to them.
