Julia Gillard in 2014 also revealed the budget reality when she told the audience at the <a href=\"https:\/\/communitiesincontrol.com.au\/uploads\/media\/JK-ORATION-2014.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">Joan Kirner justice oration<\/span><\/a> \u201cBudgets are made of choices. They make us \u2026 think about what we care about the most\u201d.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">When we put those two lines together it becomes what I call the Budget Commandment: \u201cEverything is affordable if we choose to care about it\u201d.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Over the next two weeks we are going to hear a great deal from the government about not being able to afford everything. What it means is that it has decided not to spend money on something because it has decided it is not a priority that it cares about the most.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: center;\"><span style=\"font-family: arial, helvetica, sans-serif; color: #3366ff;\"><em><strong>\u201cEverything is affordable if we choose to care about it\u201d<\/strong><\/em><\/span><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">This is relevant because last week the government\u2019s <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.dss.gov.au\/sites\/default\/files\/documents\/04_2024\/economic-inclusion-advisory-committee-2024-report.pdf\" target=\"_blank\" rel=\"noopener\">Economic Inclusion Advisory Committee (EIAC) released its second report<\/a><\/span>. It recommended help for those in poverty, especially those who were unemployed.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The first recommendation was to raise the level of jobseeker to 90% of the age pension.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Unemployment benefits used to be around this level <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/theconversation.com\/jobseekers-get-about-345-less-than-pensioners-each-fortnight-this-gap-is-hurting-and-is-set-to-widen-without-change-228401\" target=\"_blank\" rel=\"noopener\">but in 1997<\/a><\/span> the Howard government \u201cbenchmarked\u201d the age pension to 25% of \u201cmale total average weekly earnings\u201d, while unemployment benefits were raised in line with inflation.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Because earnings usually rise faster than inflation, the age pension has grown much faster than unemployment benefits.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">One of the easiest things the government could do is index jobseeker to whichever is highest of the CPI or wage price index. Doing so would cost only about $600m over the next four years.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">In 2009 the Rudd government also implemented recommendations from the <a href=\"https:\/\/www.dss.gov.au\/about-the-department\/publications-articles\/corporate-publications\/budget-and-additional-estimates-statements\/pension-review-report\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">\u201cHarmer review\u201d<\/span><\/a>, which greatly increased the age pension but not unemployment benefits.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-33662\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-1.jpg?resize=646%2C401&#038;ssl=1\" alt=\"\" width=\"646\" height=\"401\" srcset=\"https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-1.jpg 646w, https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-1-480x298.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 646px, 100vw\" \/><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\"><br \/>\nInteractive graph <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.datawrapper.de\/_\/vemT3\/\" target=\"_blank\" rel=\"noopener\">here<\/a><\/span><br \/>\n<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The other issue is that age pensioners also receive a \u201c<a href=\"https:\/\/www.servicesaustralia.gov.au\/how-much-pension-supplement-you-can-get?context=22321\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">pension supplement<\/span><\/a>\u201d \u2013 now a maximum of $81.60 a fortnight. They also get $14.10 a fortnight for the \u201c<a href=\"https:\/\/www.servicesaustralia.gov.au\/payment-rates-for-energy-supplement-pension-or-allowance?context=22286\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">energy supplement<\/span><\/a>\u201d while those on jobseeker get just $8.80.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">It means the total age pension is now $558.15 a week while jobseeker is $385.75 \u2013 only 69% of the age pension. But remember the Budget Commandment \u2013 the government chooses what it cares about, and, if it cares about it, it is affordable.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">During the pandemic the Morrison government chose to temporarily double jobseeker to keep people out of poverty.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">And then it chose to send people on jobseeker back into poverty and the Albanese government has chosen to continue that state of affairs.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">If that sounds harsh, I refer you to the lines above \u2013 everything is affordable if it\u2019s a priority.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Also remember increasing jobseeker will not be a cash splash that raises inflation.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Jobseeker is not a labour cost so no one needs to raise their prices. And those unemployed will not think \u201cWoohoo, flat screen TV for me!\u201d. No they\u2019ll think they might be a chance to pay the energy bill and rent on time.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">If the government were to raise jobseeker to 90% of the age pension and index it to the higher of either CPI or the wage price index, the budget would be forecast to be in surplus a year later than is currently estimated:<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-33664\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-3.jpg?resize=665%2C381&#038;ssl=1\" alt=\"\" width=\"665\" height=\"381\" srcset=\"https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-3.jpg 665w, https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-3-480x275.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 665px, 100vw\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 20px;\"><span style=\"font-family: arial, helvetica, sans-serif; color: #000000;\">Interactive graph <\/span><\/span><a style=\"color: #800000;\" href=\"https:\/\/www.datawrapper.de\/_\/Dtfy9\/?v=3\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 20px;\">here<\/span><\/a><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Is that really a case of \u201ccannot afford\u201d?<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">And consider the capital gains discount is set to deliver about $12.7bn in 2024-25 to the richest 10% of taxpayers, and the mining industry is estimated to receive the same amount it would cost to increase jobseeker in fuel tax credits.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-33665\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-4.jpg?resize=662%2C359&#038;ssl=1\" alt=\"\" width=\"662\" height=\"359\" srcset=\"https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-4.jpg 662w, https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/05\/Graph-4-480x260.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 662px, 100vw\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Interactive graph <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.datawrapper.de\/_\/0yeG1\/\" target=\"_blank\" rel=\"noopener\">here<\/a> <\/span><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">Right now, the government chooses to keep jobseekers in poverty.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The government also chooses to keep jobseekers subject to the horrors of the privatised employment services industry where 70% of people have had their payments automatically suspended, despite <a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/House\/Workforce_Australia_Employment_Services\/WorkforceAustralia\/Report\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">a parliamentary committee<\/span><\/a> last year finding that number \u201cridiculous\u201d given the actual levels of welfare fraud are \u201cminuscule\u201d.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The government also chooses to subject jobseekers to \u201cmutual obligations\u201d which deliver no discernible economic benefit but do treat the unemployed with a level of degradation.<\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">The EIAC found that mutual obligations are <em>\u201ckilling unemployed people\u2019s intrinsic motivations and efforts to seek work, by drowning them and those paid to help them in a mountain of red tape, compliance requirements and pointless mandatory activities\u201d.<\/em><\/span><\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 20px; color: #000000;\">They recommend <em>\u201cimmediate reform\u201d<\/em>.
