The war, being <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/1\/26\/what-has-the-icj-ordered-israel-to-do-on-gaza-war-and-whats-next\">investigated<\/a><\/span> as a genocide by the International Court of Justice (ICJ), has left hundreds of thousands on the brink of starvation, according to the United Nations.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">According to Lockheed Martin, \u201cEvery F-35 built contains some Australian parts and components,\u201d with more than 70 Australian companies having export contracts valued at a total 4.13 billion Australian dollars ($2.69bn).<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Protesters have also picketed Rosebank Engineering, in Melbourne\u2019s southeast, the world\u2019s only producer of the F-35\u2019s \u201cuplock actuator system\u201d, a crucial component of the aircraft\u2019s bomb bay doors.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000;\"><strong><span style=\"font-family: arial, helvetica, sans-serif;\">Defence industry push<\/span><\/strong><\/span><\/h2>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">In recent years, the Australian government has sought to increase defence exports to boost the country\u2019s flagging manufacturing industry.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">It is an aspiration that appears set to continue under the government of Anthony Albanese after it concluded a more than one-billion-Australian-dollar deal with Germany to supply more than 100 Boxer Heavy Weapon Carrier vehicles in 2023 \u2013 Australia\u2019s single biggest defence industry deal.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Since the Gaza war began, the industry and its business relationship with Israel have come increasingly under the spotlight.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Last month, Deputy Prime Minister Richard Marles <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.foreignminister.gov.au\/minister\/penny-wong\/transcript\/joint-press-conference-melbourne\" target=\"_blank\" rel=\"noopener\">insisted<\/a><\/span> that there were \u201cno exports of weapons from Australia to Israel and there haven\u2019t been for many, many years\u201d.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">However, between 2016 and 2023 the Australian government approved some 322 export permits for military and dual-use equipment to Israel.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">The Department of Foreign Affairs and Trade\u2019s own data \u2013 available to the public online \u2013 shows that Australian exports of \u201carms and ammunition\u201d to Israel totalled $15.5 million Australian dollars ($10.1m) over the same period of time.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Officials now appear to be slowing the export of military equipment to Israel.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">In a recent interview with Australia\u2019s national broadcaster ABC, the Minister for International Development and the Pacific Pat Conroy insisted the country was \u201cnot exporting military equipment to Israel\u201d and clarified this meant \u201cmilitary weapons, things like bombs\u201d.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">However, defence exports from Australia <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/theconversation.com\/with-war-raging-in-gaza-how-much-do-we-know-about-australias-weapons-exports-the-answer-very-little-217376\">fall into two categories<\/a><\/span>, items specifically for military use \u2013 such as Boxer Heavy Weapons vehicles for Germany \u2013 and so-called \u2018dual use\u2019 products, such as radar or communications systems, that can have both civilian and military uses.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.aljazeera.com\/news\/2024\/3\/28\/australia-challenged-on-moral-failure-of-weapons-trade-with-israel\" target=\"_blank\" rel=\"noopener\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-33994\" src=\"https:\/\/i0.wp.com\/dingo.news\/voice\/wp-content\/uploads\/2024\/06\/Video-screenshot.jpg?resize=606%2C309&#038;ssl=1\" alt=\"\" width=\"606\" height=\"309\" srcset=\"https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/06\/Video-screenshot.jpg 606w, https:\/\/dingo.news\/voice\/wp-content\/uploads\/2024\/06\/Video-screenshot-480x245.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 606px, 100vw\" \/><\/a><a href=\"https:\/\/www.aljazeera.com\/news\/2024\/3\/28\/australia-challenged-on-moral-failure-of-weapons-trade-with-israel\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #800000;\">Video<\/span><\/a><\/p>\n<div>\n<p>&nbsp;<\/p>\n<\/div>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Australia\u2019s Department of Defence did not respond to Al Jazeera\u2019s requests about whether the halt to defence exports to Israel also included dual-use items.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">What is certain is that companies such as HTA and Rosebank Engineering are continuing to manufacture components for the F-35, despite the risk of deployment in what South Africa told the International Court of Justice in December amounted to \u201c<span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/12\/29\/south-africa-files-case-at-icj-accusing-israel-of-genocidal-acts-in-gaza\">genocidal acts<\/a><\/span>\u201c.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">In the Netherlands \u2013 where parts for the jet are also manufactured \u2013 an appeal court last month ordered the Dutch government to <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/2\/12\/court-orders-netherlands-to-halt-delivery-of-fighter-jet-parts-to-israel\">block such exports<\/a><\/span> to Israel citing the risk of breaching international law.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">The Australian government has also come under scrutiny for its lax \u201cend-use controls\u201d on the weapons and components it exports.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">As such, while the F-35 components are exported to US parent company Lockheed Martin, their ultimate use is largely outside Australia\u2019s legal purview.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Lauren Sanders, senior research fellow on law and the future of war at the University of Queensland, told Al Jazeera that the \u201con-selling of components and military equipment through third party states is a challenge to global export controls.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">\u201cOnce something is out of a state\u2019s control, it becomes more difficult to trace, and to prevent it being passed on to another country,\u201d she said.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Sanders said Australia\u2019s \u201cend use controls\u201d were deficient in comparison with other exporters such as the United States.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">\u201cThe US has hundreds of dedicated staff \u2013 with appropriate legal authority to investigate \u2013 to chase down potential end-use breaches,\u201d she said.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">In fact, under legislation passed in November 2023, permits for defence goods are no longer required for exports to the United Kingdom and the US under the <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.aljazeera.com\/news\/2021\/9\/15\/uk-and-us-to-help-australia-acquire-nuclear-powered-submarines\">AUKUS security agreement<\/a><\/span>.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">In a statement, the government argued the exemption would \u201cdeliver 614 million [Australian dollars; $401m] in value to the Australian economy over 10 years, by reducing costs to local businesses and unlocking investment opportunities with our AUKUS partners\u201d.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"color: #800000;\"><strong>International law<\/strong><\/span><\/h2>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">This new legislation may provide more opportunities for Australian weapons manufacturers, such as NIOA, a privately owned munitions company that makes bullets at a factory in Benalla, a small rural town in Australia\u2019s southeast.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">The largest supplier of munitions to the Australian Defence Force, NIOA \u2013 which did not respond to Al Jazeera for comment \u2013 also has aspirations to break into the US weapons market.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">At a recent business conference, CEO Robert Nioa said that \u201cthe goal is to establish greater production capabilities in both countries so that Australia can be an alternative source of supply of weapons in times of conflict for the Australian and US militaries\u201d.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Greens Senator David Shoebridge told Al Jazeera that the government needed to \u201cpublicly and immediately refute the plan to become a top 10 global arms dealer and then to provide full transparency on all Australian arms exports including end users.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">\u201cWhile governments in the Netherlands and the UK are facing legal challenges because of their role in the global supply chain, the Australian Labor government just keeps handing over weapons parts as though no genocide was happening,\u201d he said. \u201cIt\u2019s an appalling moral failure, and it is almost certainly a gross breach of international law.\u201d<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Elbit has come under fire for its sale of defence equipment to the <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/3\/26\/backs-to-the-wall-myanmar-military-prepares-to-mark-armed-forces-day\">Myanmar military regime<\/a><\/span>, continuing sales even after the military, which seized power in a 2021 coup, was accused of gross human rights violations \u2013 including attacks on civilians \u2013 by the United Nations and others.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">Despite a <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/3\/22\/uk-australia-call-for-immediate-end-to-fighting-in-gaza\">recent joint announcement<\/a><\/span> between the Australian and UK governments for an \u201cimmediate cessation of fighting\u201d in Gaza, some say Australia needs to go further and cut defence ties with Israel altogether.<\/span><\/p>\n<p><span style=\"font-size: 20px; font-family: arial, helvetica, sans-serif; color: #000000;\">\u201cThe Australian government must listen to the growing public calls for peace and end Australia\u2019s two-way arms trade with Israel,\u201d Shoebridge said. \u201cThe Albanese government is rewarding and financing the Israeli arms industry just at the moment they are arming a genocide.\u201d<\/span><\/p>\n<p><span style=\"font-size: 20px;
